Recognition posts are visible to all users in an organization unless the post attaches a restricted goal.
There is no option to recognize a colleague such that the Recognition recipient is the only user who can view the post.
Recognition Visibility & Restricted Goals
By default, all Recognition posts are visible to everyone across the organization. If the Recognition attaches a restricted goal, visibility is limited to the Goal Owner, Contributor, and admin users.
